KPR reporting and Norsk Helsenett membership for private dental clinics

Norwegian national health reporting for dental clinics

A national reporting requirement for dental care

Norway's dental reporting arrangements for the Municipal Patient and User Register, KPR, include private dental services. Clinics need to understand the reporting requirement and prepare their systems and access arrangements.

KPR collects information used for statistics, research and planning of health and care services. The Norwegian Institute of Public Health, FHI, states that public dental services began reporting on 1 January 2026 and other dental services began on 15 May 2026. Reporting is automated through the patient record system. FHI's reporting information is available at https://www.fhi.no/kpr/tannhelse.

What this means for Anita Dental

Our original Norwegian update explained that Anita was developing the reporting workflow and would inform customers when it was ready. Ask Anita Support for the current availability and rollout information for your clinic rather than treating the article's publication date as confirmation that the feature is enabled.

Setting up reporting involves more than the software itself. The clinic should check membership, authentication and connection requirements with Norsk Helsenett and follow the current FHI guidance.

Norsk Helsenett and reporting

KPR reporting duties, technical access requirements and Helsenettet membership are separate questions. NHN clarifies that county authorities and private dentists with a county authority agreement fall under the statutory membership duty. Fully private dental businesses without such an agreement and dental hygienist businesses may join, but have no membership duty under section 9.

Using services delivered through Helsenettet, including HelseID, requires membership even where there is no statutory membership duty. Membership belongs to each independent healthcare business and cannot be shared merely because several businesses use the same premises or clinical system. A business with neither a membership duty nor a wish to use those services does not have to join or pay a membership fee.

Electronic prescribing through SFM, Persontjenesten and national healthcare messaging have their own setup requirements. Confirm the services and agreements your clinic needs rather than assuming all connections become active at once.

HELFO and NAV are separate connections

Norsk Helsenett membership does not change how Anita Dental handles HELFO reimbursement and NAV sick-leave reporting. These use Anita's direct connection through Buypass rather than NHN as an intermediary.

The distinction is practical: one national service's membership requirement does not mean that the clinic needs the same connection to send HELFO claims. Your existing reimbursement workflow can be discussed separately from preparation for KPR reporting.

What should the clinic do?

Keep the operational and administrative preparation together, and ask for current information before making a decision.

  • Review FHI's current reporting guidance for dental services
  • Check the membership and technical requirements with Norsk Helsenett
  • Ask Anita Support about current KPR availability and the rollout for your clinic
  • Follow information from the Norwegian Dental Association and the national service providers
  • Keep HELFO settlement requirements separate from other e-health connections

We can help with the next step

Existing customers can contact Anita Support through the Anita Dental help centre. We can discuss reporting preparation, NHN requirements and how these affect the clinic's current workflow. The aim is to make the transition understandable so that the team can continue focusing on patients.
